The Cities and Municipalities Competitiveness Index, or CMCI, offers one way to assess how Balangiga compares with similar municipalities across the Philippines.
Led by the Department of Trade and Industry (DTI), the CMCI is an annual ranking that measures and compares local competitiveness. This article uses the 2024 CMCI, the latest national ranking available. The 2025 results have yet to be released.
The 2024 index measures local government units (LGUs) using five pillars:
Economic Dynamism
Government Efficiency
Infrastructure
Resiliency
Innovation
Each pillar accounts for 20 percent of the index. Together, the five pillars produce an overall score out of 100 and determine an LGU’s rank within its category.
Balangiga is ranked with similar municipalities
The CMCI does not place every Philippine city and municipality in a single ranking.
Municipalities are grouped according to their income classification. Separate rankings are published for the following:
first- and second-class municipalities
third- and fourth-class municipalities
fifth- and sixth-class municipalities
cities are also ranked under separate categories
The national government classifies Balangiga today as a third-class municipality. However, the 2024 CMCI lists the municipality as a fourth-class municipality and ranked it within the combined category for third- and fourth-class municipalities.
A total of 660 municipalities were ranked in this group.

Balangiga placed 431st out of 660 third- and fourth-class municipalities in the 2024 rankings.
The municipality received an overall competitiveness score of 27.7580.
For additional context, in the 2023 CMCI, Balangiga ranked 615th, with an overall score of 20.9640.

The Economic Dynamism pillar measures local economic activity and the conditions linked to business expansion and job creation.

In Infrastructure, Balangiga ranked 556th, with a score of 2.1615.
This pillar measures the physical assets and services that connect and support a locality.
These include roads, transportation, communications, water, energy, health facilities, and education facilities.

Resiliency
Balangiga placed 589th in Resiliency, with a score of 9.8203.
This pillar measures a locality’s capacity to prepare for, absorb, and adapt to disruptions.
Its indicators include disaster-risk planning, hazard identification, emergency systems, resilience-related infrastructure, and funding for disaster-risk reduction.
Innovation
Innovation was Balangiga’s highest-ranked pillar.
The municipality placed 146th, with a score of 5.4244.
This pillar measures the systems, resources, and technologies that support innovation in a locality.
Its indicators cover ICT planning, research and development funding, electronic business registration, online payment facilities, STEM graduates, intellectual property registration, internet access, start-ups and innovation facilities, and the adoption of new technologies.
Where Balangiga Goes From Here
Balangiga ranked 431st among 660 third- and fourth-class municipalities in the 2024 Competitiveness Index.
The results do not provide a complete picture of life in Balangiga. They do, however, show the areas where the municipality compares well with its peers and where there may be room for progress.
The ranking can serve as a useful starting point for local discussion.
It gives residents, businesses, and local officials a common set of indicators to review as Balangiga continues to develop. Future CMCI results will show whether the municipality is able to improve its position over time.
